Why Does My Vehicle Not Have a Registration Plate?

If you have just purchased a recently imported vehicle or a car that has never been registered for road use in the UK (such as a farm vehicle or an off-road bike), it will not have a UK Vehicle Registration Mark (VRM), commonly known as a number plate.

Instead, the vehicle's only unique identifier is its 17-digit Vehicle Identification Number (VIN) or chassis number. While it may have an MOT history linked to this VIN, it cannot be legally driven on UK roads until it is officially registered with the DVLA.

The Problem with "VIN to Reg" Lookups

If you use a service like Vin2Reg to look up the VIN of an unregistered import, the report will often return "N/A (Import / Unregistered)" for the registration number. This is because the UK Government has literally not assigned it a number plate yet. Commercial tools can only pull data that exists; they cannot generate a registration number for you.

How to Get a Registration Number for an Imported Vehicle

You must formally apply to the DVLA to register the vehicle. Depending on the vehicle's age and origin, the process involves a few steps:

Step 1: Obtain Proof of Vehicle Approval

Before the DVLA will register the vehicle, you must prove it meets safety and environmental standards.

For European vehicles, you typically need a European Certificate of Conformity (CoC) and a Mutual Recognition certificate.

For non-European vehicles, you may need an Individual Vehicle Approval (IVA) or Motorcycle Single Vehicle Approval (MSVA).

Step 2: MOT and Insurance

If the vehicle is over 3 years old, it must pass a UK MOT test. Because it doesn't have a registration number yet, the MOT testing centre will record the test against the vehicle's VIN or chassis number. You must also secure vehicle insurance using the VIN.

Step 3: Complete the Application Form

To register a used imported vehicle, you need to fill out a V55/5 form ("Application for first vehicle tax and registration of a used motor vehicle"). *(Note: If the vehicle is brand new, you use a V55/4 form instead).*

Step 4: Submit to the DVLA

You must send the completed V55/5 form to the DVLA along with:

The £55 registration fee

The vehicle tax fee (if applicable)

The original foreign registration certificate

Proof of approval (IVA/CoC)

The MOT certificate (linked to the VIN)

Proof of your name and address (e.g., driving licence, utility bill)

Proof of HM Revenue and Customs (HMRC) NOVA (Notification of Vehicle Arrivals) clearance to prove VAT and duty have been paid.

How Long Does It Take?

Once you submit the paperwork, it can take the DVLA up to 6 weeks to process the application. Once approved, they will send you a V5C logbook containing your new, official UK Registration Number.

Once you receive your V5C, you can have physical number plates made by a registered supplier and legally drive your vehicle on UK roads.
